A box inside mainland China: single-digit latency and practically no congestion. This is the standard answer for a site serving domestic visitors — the costs are ICP filing, a 3–6 Mbps pipe, and no CN2-style cross-border routing to negotiate.

Sites whose visitors are mostly in mainland China, and anything that needs low latency more than bandwidth.
How to verify it
Confirm ICP filing is complete (unfiled domains are blocked at mainland datacenters), whether the bandwidth figure is peak or guaranteed, and whether overage means throttling or suspension.
Questions
Mainland datacenter or an overseas VPS?
It depends on where your visitors are. Domestic visitors and light traffic point to a mainland datacenter; overseas or global audiences point to an overseas VPS. They are not substitutes — they split by audience.
Is 3–6 Mbps enough?
Depends on the workload. Text pages, admin panels and small tools are fine on 3–6 Mbps; video, large downloads and busy APIs clearly are not — add a CDN or more bandwidth there.

Tencent's Lighthouse. The official FAQ lists the regions: five mainland cities, Hong Kong, and overseas nodes in Singapore, Silicon Valley, Tokyo, Frankfurt, Seoul and more. Bandwidth and traffic come bundled, which is enough for a small site. Mainland locations require ICP filing.
